Steal This Idea: Get Ahead of the New Uniform Guidance Rules

Tuesday, November 10 at 1:00pm ET

Grants compliance has moved beyond paperwork and reporting. It’s now an enterprise governance issue thanks to executive orders, a proposed Uniform Guidance rewrite, AI-driven monitoring, and tighter fraud-prevention rules.

Here's the twist: Congress paused the rewrite until at least December 12, 2026, but some agencies are already acting like it's final. Matthew Hanson (Witt O'Brien's) breaks down what actually changed on September 2, why agencies are moving early, and what your own risk exposure looks like right now.

Learning objectives

At the end of this session, attendees will be able to:

  1. Explain what the September 2 continuing resolution actually paused in the proposed Uniform Guidance rewrite — and, critically, what it didn't.
  2. Identify why some federal agencies are already moving ahead on proposed provisions (certifications, E-Verify, subaward changes) even though the rule isn't final.
  3. Develop a practical approach for assessing organizational readiness and risk exposure during the delay, ahead of finalization.
